CRUSHED concrete or granite is now the way to go. Sand is old school. The crushed base is porous and allows for good drainage but it's heavier and more stable than sand. I am researching my own options as laying my recycled pavers is a project looming on the horizon. Poured concrete, in the third comment, doesn't really apply to your question.
